The baseline : food, housing, medical care, education. Everyone gets it... "free", as in all money earning citizens pay taxes. That is, you get your own 10*10 hotel room upon turning 18, up to an undergraduate education if you want it. 3 square meals a day. Access to piles of used clothing.
What you don't get for "free": inheritance, the right to have children, luxury goods.
What you have to do : 2 years of service - military or civic.
What you'll probably want to do : work, because that 10*10 room is REALLY small.
